Does my car need its heat sheild?

Bought a second hand Fiesta a few weeks ago. When I was driving home from work last night I started hearing a scraping noise coming from the back of the car. Got home and checked underneath to find a metal grid barely hanging onto the underside.

I just got in touch with the garage I bought it from and he said it was the heat shield between the exhaust and the chassis. “Sometimes they do come off and due the softness and the shape of them they can’t be fitted back on. We do remove those on daily basis from other cars, it does not affect the exhaust so I would remove it completely. Please let me know if you wish us to do it for you if you have any issues with it.”

Is this true or his he bullshitting me? I know absolutely nothing about cars.
